War wasting tons of money

I heard the other day that there are 250,000 refugees who have left Iraq, and 250,000 more who have left their neighborhoods within the country.
The costs of the war are approaching $1 trillion (the direct costs).
How many hearts and minds could we have won with peaceful uses of that money? Hos-pitals, schools, you name it.
Anyone with the slightest imagination could have done better than this war.
