Won’t dredging solve water issue?

I don’t understand the thinking of the Albemarle County Board of Supervisors and the C’ville equivalent on dredging. If we dredge the present reservoir and dredge it as needed in the future, why on earth would we ever need a new reservoir? I think the BoS needs clearer thinking.
