Robert M. Blue, an Albemarle County native, has been promoted to senior vice president, public policy and corporate communications, at Dominion Virginia Power. Blue, previously vice president, state and federal affairs, will be responsible for state and federal government affairs, environmental programs, corporate communications, community affairs and philanthropy.
