NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS September 10, 2019 City of Charlottesville 610 E. Market Street PO Box 911 Charlottesville, VA 22902 434-970-3182 REQUEST FOR RELEASE OF FUNDS On or about September 26, 2019 the City of Charlottesville will authorize Charlottesville Redevelopment and Housing Authority to submit a request to the HUD Richmond Field Office for the release of Housing Choice Voucher funds under Section 8(o) of the U.S. Housing Act of 1937, as amended, to undertake a project known as Crescent Hall Apartments 500 1st Street South for the purpose of interior renovations and upgrades to the existing 105 residential units within the existing eight-story apartment building. No new construction or change of use is planned. The property will be disposed of and convert from Public Housing to a mixed finance housing development with a new ownership entity. Up to 52 project-based vouchers are anticipated on site. This project will be using $17,275,250 in non-HUD funds for rehabilitation and $19,248,840 in HUD sourced project based vouchers for operations, resulting in a project total of $36,524,090. FINDING OF NO SIGNIFICANT IMPACT The City of Charlottesville has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at City of Charlottesville, 610 E. Market St., Charlottesville, VA 22902 and may be examined or copied weekdays 8:30 AM to 4:30 PM. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the Missy Creasy, Assistant Director of Neighborhood Development Services; P.O. Box 911, Charlottesville, VA 22902, 434-970-3182 or creasym@charlottesville.org. All comments received by 5:00 PM September 25, 2019 will be considered by the City of Charlottesville prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing. ENVIRONMENTAL CERTIFICATION The City of Charlottesville certifies to HUD that Dr. Tarron Richardson in his capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Charlottesville Redevelopment and Housing Authority to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of funds and the City of Charlottesville's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Charlottesville; (b) the City of Charlottesville has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Mr. Robert Davenport, Director, Richmond Public and Indian Housing Program Center, c/o HUD, 600 East Broad Street, Richmond, VA 23219-1800.
